NOTICE OF AVAILABILITY
ENVIRONMENTAL ASSESSMENT FOR THE WILTON RANCHERIA 90.57-ACRE FEE-TO-TRUST AND COMMERCIAL DEVELOPMENT PROJECT
Notice is hereby given that the Bureau of Indian Affairs (BIA), Department of the Interior has released an Environmental Assessment (EA) dated April 2026 for the Wilton Rancheria (Tribe) 90.57-Acre Fee-to-Trust and Commercial Development Project. The EA has been prepared pursuant to the National Environmental Policy Act (NEPA 42 United States Code [USC] §4321 et seq.) and assesses the environmental impacts from the acquisition by the BIA of a 90.57-acre property (Project Site) into federal trust status for the benefit of the Tribe (Proposed Action) and the subsequent development by the Tribe of mixed-use commercial development which may include, but not be limited to, retail commercial, office space, restaurants, entertainment, hotels, financial institutions, parks, as well as additional compatible uses (Proposed Project).
The Project Site consists of nine parcels (Assessor Parcel Numbers: 134-1010-002-0000, 134-1010-003-0000, 134-1010-004-0000, 134-1030-004-0000, 134-1030-005-0000, 134-1030-006-0000, 134-1030-007-0000, 134-1030-008-0000, and 134-1030-009-0000) of tribally owned land in Elk Grove, Sacramento County, California. Regional access is provided by State Route 99 (SR-99) and Kammerer Road. Local access to the Project Site is provided by Kammerer Road and Promenade Parkway. The Project Site is largely undeveloped land surrounded by the Tribe's existing Sky River Casino, other commercial developments, residential areas, agricultural lands, and open spaces.
The public comment period for the EA will be open for 30 days, beginning on July 17, 2026 and ending on August 17, 2026. Public comments will be considered by the BIA, and either a Finding of No Significant Impact will be prepared or additional environmental analysis will be conducted. After the NEPA process is complete, the BIA may issue a determination on the Proposed Action.
