NOTICE OF A GENERAL MUNICIPAL ELECTION
NOTICE IS HEREBY GIVEN by the City of Roseville City Clerk that a General Municipal Election will be held in the City of Roseville on Tuesday, November 3, 2026, in accordance with the provisions of the City Charter Article II, Section 2.02 and Election Laws of the State of California.
CITY OFFICES
NOTICE IS FURTHER GIVEN that at the General Municipal Election, candidates for two (2) Members of City Council will be elected to the following offices:
Member of City Council - District 2. One (1) for a full term of four (4) years.
Member of City Council - District 4. One (1) for a full term of four (4) years.
NOTICE IS FURTHER GIVEN that the nomination period for these offices begins on Monday, July 13, 2026, at 8:00 a.m. for the official nomination petitions for eligible candidates desiring to file for the above elective offices. The nomination period closes on August 7, 2026, at 5:00 p.m. after which time no candidate nomination documentation will be accepted. There will be no incumbents due to term limits as per Roseville Charter. All forms shall be obtained and filed with the Roseville City Clerk's Department at 311 Vernon Street, Roseville, CA 95678.
CITY MEASURE
NOTICE IS FURTHER GIVEN that a measure to be voted on, Measure A - Council Compensation Adjustment and Inflation Limitation Measure will be submitted to the voters of the City of Roseville at the General Municipal Election to be held on November 3, 2026, as follows:
Measure "A" - Council Compensation Adjustment and Inflation Limitation Measure
Shall the Charter of the City of Roseville be amended to adjust councilmember compensation from the current $600 a month that was established by voters 26 years ago, to $2,550 a month, with annual incremental adjustments tied to inflation not to exceed 5%, which is less than allowed under State law?
Measure A proposes to amend Section 3.05 of the Roseville City Charter regarding compensation for City Councilmembers. Current compensation is $600 per month, with the Mayor receiving an additional $50 per month, amounts established by voters in 2000. If approved, Measure A would set councilmember compensation at $2,550 per month, eliminate the Mayor's additional stipend, and allow annual inflation adjustments not to exceed 5% per year. The measure would continue to allow reimbursement for reasonable and necessary expenses and would continue the prohibition on providing medical, dental, vision, or deferred compensation benefits to councilmembers. Any future changes to this Charter section would require voter approval. If Measure A is approved, the new compensation would take effect following certification of the election results. If not approved, current compensation levels will remain in place. Measure A will be adopted if it receives a majority of "Yes" votes cast.

NOTICE IS FURTHER GIVEN, that the City Attorney shall prepare an impartial analysis of the measure, not to exceed 500 words in length, pursuant to Elections Code Section 9280, no later than June 4, 2026.
NOTICE IS FURTHER GIVEN that primary arguments in favor of or against the above measure shall be submitted in writing to the Roseville City Clerk's Department, 311 Vernon St., Roseville, CA between June 15 - June 24, 2026 until 5:00 p.m. Rebuttal arguments by authors of said primary arguments must be filed with the Roseville City Clerk's Department in like manner between June 25 - July 4, 2026 by 5:00 p.m. No primary argument shall exceed 300 words and no rebuttal argument shall exceed 250 words in length. One argument for, argument against, and rebuttals thereto, if any, on the measure will be selected for printing and distribution to the voters.
NOTICE IS FURTHER GIVEN that all forms required for filing shall be obtained from the Roseville City Clerk's Office and must be included with the arguments and rebuttals submittal. It shall also be required to allow any other person to prepare, submit, or sign the rebuttal argument if different from the original authors. The authors signature printed form shall include the following statement: The undersigned proponent(s) or author(s) of the (primary/rebuttal) argument (in favor of/against) Ballot Measure "A" at the General Municipal Election for the City of Roseville to be held on November 3, 2026, hereby state that such argument is true and correct to the best of (his/her/their) knowledge and belief.

All arguments concerning the above measure must be accompanied by the form statement obtained from the Roseville City Clerk's Office and with the printed name and signature of each author and proponent, if different of the argument and rebuttal.
Printed arguments submitted to voters in accordance with E.C. 9282 shall be titled either "Argument in Favor of Measure A" or "Argument Against Measure A" and "Rebuttal to Argument in Favor of Measure A" or "Rebuttal to Argument Against Measure A" accordingly.
The authors of the primary argument in favor of or against such measure may prepare and submit rebuttal arguments not exceeding 250 words, or may authorize, in writing any other person or persons to prepare, submit, or sign the rebuttal argument. No more than five signatures shall appear with any argument or rebuttal submitted.
NOTICE IS FURTHER GIVEN that there shall be set a ten (10) - calendar day examination period for public review after each filing date deadline for primary arguments and rebuttals.
NOTICE IS FURTHER GIVEN that at the General Election all vote centers will be open from the hours of 7:00 a.m. to the hour of 8:00 p.m. on November 8, 2026, election day.
