Austin-Swinerton JV is requesting bids from qualified subcontractors (licensed subcontractors with A or B Classification(s), or a C Specialty license for scopes noted the Bid Packages) for: SMF Concourse B Expansion Project (Package A) On behalf of the Sacramento County of Airports
BID PACKAGES: Civil Utilities & Paving, Site Electrical, QSD/SWPPP, Fencing, Striping, and Street Sweeping BID SCHEDULE: RFP Issue Date - May 05, 2026; Optional Site Walk - May 07, 2026 (virtual), RFI Due Date - May 15, 2026, RFP Due Date - May 29, 2026
All bidders are required to be prequalified by Austin-Swinerton JV in order to submit a qualified proposal. The prequalification process can be accessed via the following website: www.austinswinertonjv.comThe SMF Concourse B Expansion Project is part of SMForward project that is within the Sacramento County Department of Airports' (SCDA) capital improvement program. As such, all bidders must comply with the provisions of the "FAA General Contract Provisions for Solicitations" (FAA Solicitation Provisions). A copy of the current FAA Solicitation Provisions is included in BuildingConnected for each Bid Package. Community Workforce and Training Agreement (CWTA): Prospective bidders are notified that the Community Workforce and Training Agreement entered into by the County on March 27, 2024 applies to this Project and requires all subcontractors of any tier performing work on the Project to use a skilled and trained workforce, By submitting a proposal for this RFP, prospective bidders and sub-tiers agree to be bound by the CWTA. A copy of the CWTA is included in BuildingConnected. The County has elected, at is sole discretion, to implement an Owner Controlled Insurance Program ("OCIP") for this Project. All bidders and their sub-tiers will be required to enroll in OCIP, which includes Workers Comp insurance, Commercial General Liability insurance and Excess Liability insurance. The Insurance Manual shall be incorporated into the subcontract as a Contract Attachment and is included in BuildingConnected.It is a Build America, Buy America Act (BABAA) project meaning construction materials used in federally funded infrastructure projects must be produced in the United States. Subcontractors will be expected to upload to LCP tracker for CWTA and Labor Compliance.
