NOTICE OF PUBLIC HEARING PLACER COUNTY BOARD OF SUPERVISORS WHERE: North Tahoe Event Center – 8318 N Lake Boulevard, Kings Beach, CA 96143 WHEN: May 12, 2026, 9:00 AM, or as soon thereafter SUBJECT: VILLAGE AT PALISADES TAHOE SPECIFIC PLAN – AMENDMENTS TO THE PREVIOUSLY APPROVED SPECIFIC PLAN AND APPENDIX B: DEVELOPMENT STANDARDS AND DESIGN GUIDELINES, LARGE LOT VESTING TENTATIVE SUBDIVISION MAP, AND DEVELOPMENT AGREEMENT (PSPA 20110385), SUPERVISORIAL DISTRICT 5 NOTICE IS HEREBY GIVEN that the Placer County Board of Supervisors will conduct a public hearing at the above place and time to consider the recommendations of the Planning Commission, made on April 16, 2026, regarding the following: 1) Amendments to the previously approved 2024 Village at Palisades Tahoe Specific Plan (VPTSP), including modifications to Appendix B: Development Standards and Design Guidelines; 2) Approval of a Large-Lot Vesting Tentative Subdivision Map for the VPTSP; and 3) Approval of a Development Agreement for the VPTSP. The Board of Supervisors will also consider the Planning Commission's recommendation regarding a proposed Addendum to the 2016 VPTSP Environmental Impact Report (EIR) and 2024 Revised EIR (REIR), prepared pursuant to the California Environmental Quality Act. The VPTSP project was originally approved in 2016 and is a large-scale, mixed-use development plan with medium and high-density lodging and a variety of commercial, recreation, and pedestrian/open space land uses. In 2024, after a lawsuit and subsequent rescission of the 2016 approval, the County certified the REIR and re-approved the project. Subsequently, the REIR and project were challenged in court again. In 2025, the applicant entered into a settlement agreement with Sierra Watch and the League to Save Lake Tahoe. As a result of the settlement agreement, the applicant proposes to amend the VPTSP. Most notably, the number of hospitality bedrooms that can be constructed in the Village would be reduced from 1,493 to 896 (a 40 percent reduction) and the commercial square footage would be reduced by 20 percent. In addition, the land use designation for Parcels 16 and 18 would be changed from Village Commercial -Neighborhood to Village - Forest Recreation. The subject property, Assessor's Parcel Numbers 096-230-035-000, 096-490-021-000, 096-340-035-000, 096-340-023-000, 096-540-022-000, 096-540-021-00, 096-540-015-000, 096-221-021-000, 096-060-066-000, 096-060-065-000, 096-221-029-000, 096-221-046-000, 096-221-018-000, 096-221-017-000, 096-104-001-000, 096-221-014-000, 096-221-039-000, 096-221-012-000, and 096-221-013-000, is comprised of 93.3 acres and is currently zoned SPL-VPTSP (Specific Plan – Village at Palisades Tahoe Specific Plan). The VPTSP is situated within the 4,700-acre Olympic Valley General Plan area in northeastern Placer County, formerly known as Squaw Valley. Located west of State Route 89, it is approximately nine miles south of the Town of Truckee and seven miles northwest of Tahoe City and Lake Tahoe. The plan area consists primarily of the 84.5-acre resort village area referred to as Main Village at the west end of the valley primarily in and around the vicinity of the existing ski resort base area. In addition, the 8.8-acre area referred to as the East Parcel, is located at the east end of Olympic Valley approximately 1.3 miles east of the Main Village area and 0.3 mile west of the intersection of State Route 89 and Olympic Valley Road, across the street from the Olympic Valley Public Services District offices and fire station. Access to the plan area is provided by Olympic Valley Road. Other internal roadways serving the Main Village area include Village East Road, Far East Road, Shirley Canyon Road, Marmot Way, and Chamonix Place. Three bridges connect Olympic Valley Road to internal private roads and parking areas within the Main Village area.
