CITY OF FOLSOM NOTICE TO CONTRACTORS Sealed Bids will be received by the City Clerk's Office for the City of Folsom at 50 Natoma Street, Folsom, California 95630 up to the hour of 10:00 A.M. on Friday, May 8th, 2026, and opened at 10:05 A.M, or as soon thereafter as business allows, at Folsom City Hall in the Council Chambers for construction of: CITY OF FOLSOM WATER TREATMENT PLANT (WTP) ROOF RESTORATION PROJECT In accordance with the Contract Documents issued by the City of Folsom. Bids must be submitted on printed forms supplied by the Utilities Department, enclosed with an envelope marked: SEALED BIDS FOR: CITY OF FOLSOM WATER TREATMENT PLANT ROOF RESTORATION PROJECT Copies of the Sealed Bid forms and accompanying documents (specifications and reduced size drawings) will be available starting Monday, April 6, 2026 at 10:00 A.M. on the City of Folsom's website, at Virtual Bid (https://www.virtual-bid.com), and through Public Purchase (https://www.publicpurchase.com). To submit a bid on this project, the digital contract documents must be downloaded through Public Purchase. This places you on the plan holders list and ensures receipt of addenda by email. The City of Folsom Water Treatment Plant Roof Restoration project consists of replacing four (4) 4'X4', skylights and properly repair entire roof system to receive new roof restoration coating for the Plant Admin and Shop roofs as specified in the Summary of Work, Approx 5,500sq/ft. This is an occupied building, and the contractor is responsible for all safety requirements. The goal of the project is to provide complete watertight and warrantied roofing assembly per the manufacturer's instructions. The scope of services in this section describes the required services to be provided by the Contractor during the term of this Contract. The Contractor shall supply all labor, materials, tools, and equipment, including the removal and proper disposal of used existing materials to perform and deliver the services required under the Contract. The City of Folsom is seeking a qualified roofing contractor to facilitate the restoration of the existing TPO (Thermoplastic Polyolefin) roofing system in operation at the Folsom Water Treatment Plant, 194 Randall Dive, Folsom CA 95630. The overall goal of this project is to install a fluid applied restoration system that ensures the building is secure and free from water intrusion. Scope of Work: The Bidder is expected to provide all necessary labor, tools, equipment, materials, and permits required for the installation of a restoration low-slope roof system that is comparable or better in function and performance to the existing system. The bidder shall create any documentation required to obtain permits and pay all permitting fees. The Bidder shall coordinate all work with the Water Treatment Every effort will be made to accommodate the contractor for this installation. Clean existing roof system and prepare it for restoration coating. Installation of Liquitec fluid applied restoration coating as specified. Manuals and documentation for all system The Bidder shall provide documentation and training to City staff on normal inspection and maintenance operations. Testing of the new TPO roof Provide a 2-year maintenance Provide a minimum 10-year manufacturer's warranty and a 5-year labor Contractor's License: C-39 – Roofing Contractor A mandatory Pre-Bid Conference will be held at City of Folsom Water Treatment Plant on Monday April 20th, at 10:00 A.M. Address: 194 Randall Drive, Folsom, CA, 95630 Requests for technical information or clarification shall be directed to the City's representative, Bryson Pearson bpearson@folsom.ca.us. (916) 461-6191. City affirmatively identifies this project as a "public work" as that term is defined by Labor Code Section 1720, and the project is, therefore, subject to prevailing wages under Labor Code Section 1771. Contractor and subcontractors shall fully comply with all the provisions of the California Labor Code governing the performance of public works contracts including, but not limited to, payment of prevailing wages, limitations on time worked, compliance with apprentice requirements, maintenance of payroll records, posting of wages at the job site and prohibitions against discrimination. The prevailing rates so determined are on file with the City Clerk and they are available for public inspection. They may also be obtained on the internet at http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. Those prevailing wage rates hereby are incorporated in this Contract and made a part hereof. (See General Provisions, Article 6, Section 6.01) As of March 1, 2015, Contractors (and sub-contractors) wishing to bid on public works contracts shall be registered with the State Division of Industrial Relations and certified to bid on Public Works contracts. Please register at: https://efiling.dir.ca.gov/PWCR/ActionServlet?action=displayPWCRegistrationForm Pursuant to the California Public Contracts Code, any contract awarded pursuant to this invitation for bid shall include a provision permitting the substitution of securities for any monies withheld to ensure performance under the contract. The terms of such provisions shall be according to the requirements of the Public Contracts Code Section 22300. Each bid must be accompanied by security consisting only of cash, California Bank Cashier's Check, Certified Check, California Bank Money Order, or bid bond made payable to the "City of Folsom" in the sum of ten percent (10%) of the sum of the bid. The Contract will be awarded to the lowest responsive responsible bidder. This process is conducted by the City in a "Blind Selection" format, i.e., without knowledge of the identity of any of the bidders before ranking of all bidders from lowest to highest had been determined. All awards will be made in the City's best interest. The right to reject any and all bids or waive any informality in any bid received is reserved by the City Council.
