NOTICE OF REQUEST FOR PROPOSALS FOR THE CITY OF FOLSOM FOR ADVANCED CLEAN FLEETS REGULATION COMPLIANCE AND TRANSITION ASSESSMENT PLAN NOTICE IS HEREBY GIVEN that proposals for the preparation of the Advanced Clean Fleets Regulation Compliance and Transition Assessment Plan for the City of Folsom (the "Project") will be received by the City of Folsom (the "City"). Proposals will be accepted ONLY at the office of the City Clerk, 50 Natoma Street, Folsom, CA 95630, until 2:00 p.m., May 14, 2026. Proposals must be enclosed in an envelope marked: REQUEST FOR PROPOSAL FOR: ADVANCED CLEAN FLEETS REGULATION COMPLIANCE AND TRANSITION ASSESSMENT PLAN Copies of the Request for Proposal and accompanying documents will be available starting April 2, 2026, at 10:00 a.m. at www.virtual-bid.com and www.publicpurchase.com. Each proposer must be added to the vendor's list for the Project to receive addenda and be eligible to submit a proposal for the Project. The City of Folsom (City) is interested in engaging consultants or a consultant team to develop a Clean Energy Fleet Compliance and Transition Plan to comply with the California Air Resources Control Board (CARB) Advanced Clean Fleets (ACF) Regulation. This will include, but is not limited to, identifying the application and impact to the City, assessing and categorizing the City's current fleet, developing lifecycle and replacement costs to comply with the ACF regulation, coordinating with Sacramento Municipal Utility District (SMUD) to develop an infrastructure analysis to deliver the necessary power to the City, prepare current and future energy needs assessment, provide analysis of exemptions to the City and develop up to five (5) exemption requests to CARB, and develop a fleet conversion timeline and schedule of compliance. All Consultant questions, clarifications, or comments shall be submitted in writing and must be received by the City no later than April 20, 2026 by midnight, and be emailed to Marcus Yasutake at myasutake@folsom.ca.us with the subject line: "City of Folsom ACF RFP – Question". Each Proposal must include all information and forms identified in the RFP as due at the time for receipt of Proposals. The City is not responsible for misdelivered Proposals, and the Proposer is strictly liable for its chosen method of delivery. It is the Proposer's sole responsibility to make sure that Proposals arrive at the proper location. Any Proposal which does not actually arrive in the City Clerk's Office by the RFP due date and time will be rejected, even if properly addressed or delivered to another City Department. The City reserves the right to reject any or all Proposals and to waive any informalities or irregularities in any Proposal or in the proposal process.
