Notice of Availability of a Draft Environmental Impact Report The California Energy Commission, as the lead agency under the California Environmental Quality Act, hereby provides notice of the availability of a Draft Environmental Impact Report (EIR) for the proposed Replacement Tire Efficiency Program. This is a program and regulations designed to ensure that replacement tires sold in California are, on average, at least as energy efficient as the tires sold as original equipment on passenger cars and light-duty trucks. The purpose of this notice is to solicit public review and comment by agencies, organizations, and the public as to the content of the environmental information and analysis of the Draft EIR.
