NOTICE OF PUBLIC HEARING PLACER COUNTY PARCEL REVIEW COMMITTEE WHERE: Planning Commission Hearing Room, 3091 County Center Drive, Auburn, CA 95603 WHEN: April 16, 2026, at 10:00 AM, or as soon thereafter SUBJECT: PLN25-00309, Quick Quack Innovation Center Minor Land Division, Previously Certified Environmental Impact Report, Supervisorial District 2 NOTICE IS HEREBY GIVEN that the Parcel Review Committee Chair will conduct a public hearing at the above place and time to consider a request from the applicant, Brian Cooley, on behalf of the property owner, Quick Quack Car Wash Holdings LLC (Vance Shannon), for approval of a Minor Land Division to subdivide an existing 7.62-acre property into two parcels consisting of 3.97 acres (Parcel 1) and 3.65 acres (Parcel 2), subject to the Recommended Conditions of Approval. The subject property, Assessor's Parcel Number, 017-302-001-000, comprises approximately 7.62 acres and is zoned SC-Dc (Service Commercial, combining Design Scenic Corridor) and is located at 3870 South Loop Road in the unincorporated Rocklin area. The Parcel Review Committee Chair will also consider making a determination that the project is consistent with the previously certified Sunset Area Plan/Placer Ranch Specific Plan Final Environmental Impact Report (State Clearinghouse Number 2016112012) and meets the criteria in Public Resources Code Section 21083.3 and none of the conditions in California Environmental Quality Act Guidelines Sections 15162 and 15164 apply.
