SACRAMENTO AREA SEWER DISTRICT LEGAL NOTICE The Code of Federal Regulations 40 CFR 403.8 (f)(2)(viii) requires that the SacSewer provide public notification of Industrial Users which, at any time during the previous 12 months, were in significant noncompliance with applicable pretreatment requirements. SacSewer has determined that the following users were in significant noncompliance for a period of time during the 2025 reporting year: Pacific Powder Coating, Inc. 8637 23rd Ave, Sacramento, CA 95826—based on 403.8(f)(2)(viii)(B) Technical Review Criteria (TRC) violations, defined as those in which 33 percent or more of all of the measurements taken for the same pollutant parameter during a 6-month period equal or exceed the product of the numeric Pretreatment Standard or Requirement including instantaneous limits, as defined by 40 CFR 403.3(l) multiplied by the applicable TRC of 1.2. Zinc exceeded both the monthly average limit and the daily maximum for Outfall 1 for the July-December reporting period.
