NOTICE OF REQUEST FOR PROPOSALS FOR THE CITY OF FOLSOM FOR 2026 WATER MASTER PLAN AND CONDITION ASSESSMENT PROGRAM NOTICE IS HEREBY GIVEN that proposals for the preparation of the 2026 Water Master Plan and Condition Assessment Program for the City of Folsom (the "Project") will be received by the City of Folsom (the "City"). Proposals will be accepted ONLY at the office of the City Clerk, 50 Natoma Street, Folsom, CA 95630, until 2:00 p.m., April 16, 2026. Proposals must be enclosed in an envelope marked: REQUEST FOR PROPOSAL FOR: 2026 WATER MASTER PLAN AND CONDITION ASSESSMENT PROGRAM Copies of the Request for Proposal and accompanying documents will be available starting March 13, 2026, at 10:00 a.m. at www.virtual-bid.com and www.publicpurchase.com. Each proposer must be added to the vendor's list for the Project to receive addenda and be eligible to submit a proposal for the Project. The City of Folsom (City) is interested in engaging consultants or a consultant team to develop the City's 2026 Water Master Plan and Condition Assessment Program. Services would generally include data review and analysis, updating the City's hydraulic water model, updating the average day, maximum day, and peak hour demands, analysis and quantification of current and future demands, model calibration, identifying a 10-year capital improvement plan including cost estimates and CIP prioritization by Fiscal Year, development of a condition assessment program, CEQA analysis, and preparation of the draft and final reports. All Consultant questions, clarifications, or comments shall be submitted in writing and must be received by the City no later than March 29, 2026 by midnight, and be emailed to Marcus Yasutake at myasutake@folsom.ca.us with the subject line: "2026 WMP and CAP RFP – Question". Each Proposal must include all information and forms identified in the RFP as due at the time for receipt of Proposals. The City is not responsible for misdelivered Proposals, and the Proposer is strictly liable for its chosen method of delivery. It is the Proposer's sole responsibility to make sure that Proposals arrive at the proper location. Any Proposal which does not actually arrive in the City Clerk's Office by the RFP due date and time will be rejected, even if properly addressed or delivered to another City Department. The City reserves the right to reject any or all Proposals and to waive any informalities or irregularities in any Proposal or in the proposal process.
