JOB ORDER CONTRACT (JOC)

DIGITAL BIDS: The Project Management and Development Branch will receive Bids no later than 11:59 P.M. on Thursday, March 19, 2026. See Invitation for Bids (00 11 00) for instructions regarding bid submissions.
SCOPE OF WORK: The Work includes a collection of tasks and related specifications that have pre-established Unit Prices. A JOC shall be used for the accomplishment of repair, alteration, construction, maintenance, rehabilitation, demolition, and construction of infrastructure and buildings by means of individual Job Orders issued under the JOC.
DGS intends to award multiple Job Order Contracts, a fixed period, fixed unit price, and indefinite quantity contract under this single solicitation as determined by the lowest Combined Adjustment Factors. The DGS JOC program is established in accordance with California PCC §10113 et seq.
The intent and purpose of this solicitation is to establish multiple Job Order Contracts with a twenty-four (24) month initial contract term with the Work to be carried out in the Northern Region of California Area 1 and 2 (See Bid Form 00 41 00 for JOC Region Map).

A Bidder must be registered with the Department of Industrial Relations (DIR), as a public works contractor. See Instructions to Bidders (00 21 00) for more information regarding contractor registration.
HEALTH AND SAFETY PROVISIONS: Contractor and all subcontractors shall abide by all health and safety mandates issued by federal, state, and local governments and/or public health officers as well as those issued by DGS, and worksite specific mandates. If multiple mandates exist, the Contractor and subcontractors shall abide by the most restrictive mandate. The term employee, worker, state worker or state employee in health and safety mandates includes contractor and subcontractor personnel. Costs associated with adhering to health and safety mandates are the responsibility of the Contractor. Contractor is responsible for the tracking and compliance of health and safety mandates and may be audited upon request.
The successful bidder shall furnish payment and performance surety bonds in the form prescribed by the State. Each initial bond shall be in the amount of $5,000,000 and executed by an admitted surety insurer licensed in the State of California and listed in the latest published United States Treasury Department list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies." As Job Orders are awarded, and at the State's discretion, new surety bonds will be required in the amount of $2,500,000. At no time shall the aggregate amount of active Job Orders exceed the bonds.
PRE-BID CONFERENCE: Bids will only be accepted from those Contractors having attended the MANDATORY pre-bid conference on Tuesday, February 24, 2026, at 1:30 P.M., at which time representatives of the State and prospective bidders shall meet at The Ziggurat Auditorium, located at 707 Third Street, West Sacramento, CA. The State's requirements for Disabled Veteran Business Enterprise (DVBE) participation and other Contract requirements will be presented. Prime Contractors are encouraged to have their Key Administrator and DVBE office coordinator attend to receive this information and to have their questions answered. Attendance for the entire inspection is required in order for bidders to be eligible to submit a bid.
Bid forms, plans, specifications, and addenda will be available for download at http://www.caleprocure.ca.gov/. Click on "Start Search." In the Event name field, enter "RESD PMDB JOC 2026-01" and click search. While viewing the Event Details, click on "View Event Package" to view bid forms.
It is recommended that all vendors register as a bidder through the Cal eProcure website at https://www.caleprocure.ca.gov/pages/bidder-vendor.aspx. This will allow for automatic notifications if there is any modification to the Event such as the posting of an addendum or additional documentation.
PUBLIC BID OPENING: A public bid opening will be held on Monday, March 23, 2026, at 2:00 P.M., virtually via Microsoft Teams. Bidders may attend virtually. At the public bid opening, all bids received no later than 11:59 P.M. on Thursday, March 19, 2026, will be opened and recorded onto a Preliminary Bid Tabulation. Bidders do not need to attend the bid opening as the Preliminary Bid Tabulation will be made available immediately after the bid opening is completed and it will be emailed to bidders.

CONTRACT TIME: JOCs may be executed for an initial contract term of no more than 24 months, unless extended by an Amendment, in accordance with California PCC §10113.1 et seq. DGS may issue up to four one-year extensions to each JOC. The contract term shall commence on the date specified upon execution of the Contract issued by DGS.
CONTRACT AMOUNT: The JOC and Job Order amounts are established in California PCC §10113 et seq.
The current Maximum Contract Amount for the initial term shall be $10,532,000 as of January 1, 2026. The Maximum Contract Amount for any extension term shall follow CCCI update.
The current Job Order Maximum Value for each individual Job Order shall be $1,053,000 as of January 1, 2026.
