Notice Title: Natomas Basin Habitat Conservation
Plan (NBHCP) Fee – 2026 Adjustment
Location (of project): Natomas Basin, Districts 1 and 3
Project Description: A public hearing to consider adopting a resolution adjusting the Natomas Basin Habitat Conservation Plan (NBHCP) fee. The proposed adjustment would increase the HCP fee from $47,031 to $47,545 per gross acre of development (without land dedication), and from $33,281 to $33,795 per gross acre (with land dedication). The fee funds land acquisition, habitat restoration and enhancement, administration, operations and maintenance, and endowment funds to mitigate impacts of urban development on species covered under the NBHCP. If adopted, the fee adjustment would be effective in 60 days.
Environmental Determination: The City Council's action in approving this resolution is solely for the purpose of establishing an adequate Habitat Conservation Plan (HCP) fee to be used to implement the NBHCP and is therefore not a project for the purpose of CEQA pursuant to Guidelines section 15378(b)(4).
Prior Commission/Committee/Director Action: The Natomas Basin Conservancy Board of Directors reviewed the proposed fees on December 3, 2025 and recommended an increase be made to the NBHCP fee.
