CALIFORNIA DEPARTMENT OF WATER RESOURCES (DWR) NOTICE OF AVAILABILITY OF A DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (SEIR) for the proposed Tide's End Multibenefit Restoration Project (proposed Project) SCH#2024070944 The Tide's End Multibenefit Restoration Project (proposed Project) is being developed to restore and enhance tidal wetland and floodplain habitat, support multibenefit land uses (including managed wetlands and floodplain agriculture), and maintain or improve flood conveyance in the Yolo Bypass. Tidal inundation would be restored by hydrologically connecting the site to the Toe Drain via a series of berm openings, berm lowering, and channel excavation. The restored habitats would enhance aquatic production and export for food web support and would facilitate volitional fish passage of juvenile salmonids and other native fishes accessing the proposed Project area's floodplain during high-flow events. The proposed Project's restoration design elements include tidal wetland, transition zone habitat, floodplain habitat, managed wetlands, managed floodplain agriculture, site revegetation (including riparian communities), access improvements, as well as irrigation and drainage improvements. The Draft SEIR is available on CEQAnet (https://ceqanet.lci.ca.gov/), can be found through DWR's website: https://water.ca.gov/New/Public-Notices and is also available for review at the Department of Water Resources, 3500 Industrial Boulevard, West Sacramento, CA 95691. Documents will be available in the lobby. The document is also available at the Mary L. Stephens – Davis Branch Library, 315 E. 14th Street, Davis, CA 95616. The Draft SEIR will be circulated for a 45-day public notice period beginning Tuesday February 10, 226 and ending Thursday March 27, 2026. ANY INTERESTED PERSON may comment on the Draft SEIR for the proposed Project. Comments must be provided in writing and received by 5:00 p.m. Pacific Time on March 27, 2026. Please send your written comments to: Department of Water Resources, Division of Multibenefit Initiatives, Attn: Judah Grossman, P.O. Box 942836, Sacramento, CA 94236-000 or by email to (tidesendmbp@water.ca.gov). Please use "Tide's End Multibenefit Restoration Project Draft SEIR Comments" in the subject line. Also, if submitting comments on behalf of an agency, tribal group, or organization, please include the name of a contact person and the name of the group that the comments are coming from. All comments received, including names and addresses, will become part of the official administrative record and be available to the public. DWR will also conduct two in-person and one virtual public meetings to receive comments on the adequacy of the analysis included in the Draft SEIR. In-person meetings will be held on Monday February 23, 2026, Time: 10:30 am – 12:00 pm, Location: California Natural Resources Building, Media Room, second floor 2-201, 715 P Street, Sacramento CA 95814 and on Tuesday February 24, 2026, Time: 5:00 pm – 6:30 pm, Location: Veterans Memorial Center, Club House, 203 E 14th Street, Davis CA 95616.
