CITY OF FOLSOM Notice to CONTRACTORS Sealed Proposals will be received by the Office of City Clerk for the City of Folsom at 50 Natoma Street, Folsom, CA 95630 up to the hour of 10:00 A.M. on Thursday, February 26, 2026 and opened at 10:05 A.M., or as soon thereafter as business allows, at Folsom City Hall in the City Council Chambers for purchase of: CITY OF FOLSOM 1 NATOMA STREET HEATING AND AIR CONDITIONING REPLACEMENT PROJECT In accordance with the Specifications issued by the City of Folsom, bids must be submitted on printed forms supplied by the City of Folsom, enclosed in an envelope marked: Sealed Proposals for: CITY OF FOLSOM 1 NATOMA STREET HEATING AND AIR CONDITIONING REPLACEMENT PROJECT Copies of the Sealed Proposal forms and accompanying documents (specifications) will be available starting Monday, February 2, 2026 at 10:00 A.M. on the City of Folsom's website, at Virtual Bid (https://www.virtual-bid.com), and through Public Purchase (https://www.publicpurchase.com). To submit a bid on this project, the digital contract documents must be downloaded through Public Purchase or Virtual-Bid and you must add yourself on one of their Plan Holders List to ensure receipt of addenda by email. A mandatory pre-bid conference will be conducted on Thursday, February 5, 2026, from 10:30 a.m. – 11:30 a.m. at 1 Natoma Street, Folsom, CA, 95630. Any entity that submits a proposal that does not attend the mandatory pre-bid conference and does not add themselves to the Plan Holders list as described above will be deemed non-responsive, and their bid will be rejected. The 1 Natoma Street Heating and Air Conditioning Project consists of the preparation and installation of a new HVAC system for the building. The work includes, but is not limited to, preparation, demolition, removal, off-haul, installation, permitting, testing, cleanup, and minor electrical and plumbing work for the new HVAC system. Contractor's License Requirement: C-20 - Warm-Air Heating, Ventilating and Air-Conditioning Contractor. Written questions by potential bidders must be received by the City's representative by Friday, February 13, 2026 at 2:00 P.M. Email questions to Brian Lockhart, City of Folsom, at blockhart@folsom.ca.us. City affirmatively identifies this project as a "public work" as that term is defined by Labor Code Section 1720, and the project is, therefore, subject to prevailing wages under Labor Code Section 1771. Contractor and its subcontractors shall fully comply with all the provisions of the California Labor Code governing the performance of public works contracts including, but not limited to, payment of prevailing wages, limitations on time worked, compliance with apprentice requirements, maintenance of payroll records, posting of wages at the job site and prohibitions against discrimination. The prevailing rates so determined are on file with the City Clerk and they are available for public inspection. They may also be obtained on the internet at http://www.dir.ca.gov/OPRL/dprewagedetermination.htm. Those prevailing wage rates hereby are incorporated in this Contract and made a part hereof. (See General Provisions, Article 6, Section 6.01) Pursuant to California Public Contracts Code, any contract awarded pursuant to this invitation for bid shall obtain a provision permitting the substitution of securities for any moneys withheld to ensure performance under the contract. The terms of such provisions shall be according to the requirements of the Public Contracts Code Section 22300. Each bid must be accompanied by security consisting only of cash, California Bank Cashier's Check, Certified Check, California Bank Money Order, or bid bond made payable to the "City of Folsom" in the sum of ten percent (10%) of the sum of the proposal. The Contract will be awarded to the lowest responsive responsible bidder. This process is conducted by City in a "blind selection" format, i.e., without knowledge of the identity of any of the bidders before ranking of all bidders from lowest to highest has been determined. All awards will be made in City's best interest. The right to reject any and all bids or waive any informality in any bid received is reserved by the City Council.
