NOTICE IS HEREBY GIVEN that the Placer County Board of Supervisors will conduct a public hearing at the above place and time to consider the Planning Commission's December 4, 2025, recommendation to approve: an amendment to the Martis Valley Community Plan, a rezone of the subject property, a tentative subdivision map, and a conditional use permit (CUP) modification. The CUP modification would revise a 41-unit condominium project, originally approved in 2005 as part of the Northstar Highlands CUP entitlement (PSUB20040898), to allow construction of 38 condominium units consisting of 18 separately saleable "condo-hotel" units, along with a 184-space partially subterranean parking garage.
The development would replace the existing 114-space surface parking lot used by the Ritz-Carlton, Lake Tahoe Hotel employees. To allow the optional commercial condo-hotel use of proposed units, the applicant proposes a rezone of the subject property's base zoning district of Residential Multi-Family – Design Sierra Planned Development = 5.8 dwelling units per acre (RM-Ds, PD 5.8 du/acre) to Resort – Design Sierra Planned Development = 15 dwelling units per acre (RES-Ds, PD 15 du/acre) and an associated amendment to the Martis Valley Community Plan to modify the subject property's land use designation from Medium Density Residential to Tourist / Resort Commercial.
The subject property, Assessor's Parcel Number 110-051-012-000, comprises approximately 3.4-acres and is located at 13001 Ritz Carlton Highlands Drive in the unincorporated community of Northstar in the Martis Valley area.
The Board of Supervisors will also consider the Planning Commission's recommendation to adopt a resolution adopting an addendum to the Northstar Highlands Final Environmental Impact Report and amendments to the Mitigation Monitoring and Reporting Program (SCH No. 2003012086), prepared pursuant to Section 15164 of the California Environmental Quality Act Guidelines and Section 18.20.110 (Addendum to an EIR) of the Placer Environmental Review Ordinance.
