NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about December 20, 2025 the City of West Sacramento (City) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Community Development Act of 1974, Public Law 93-383, as amended, to undertake a project known as Westwood Motel Homeless Emergency Housing Rehabilitation Project that would consist of interior and exterior rehabilitation of a blighted motel property to facilitate its use as interim supportive housing for homeless and at-risk of becoming homeless individuals in West Sacramento. The property is along a motel row that developed along the old Lincoln Highway route between the early 1940s to the mid-1950s. Exterior rehabilitation will consist of: siding repairs, repair of damaged framing, installation of new lap siding, exterior painting of all buildings, repair and replacement of non-original roofing with asphalt shingles, fascia repairs (as needed), replacement of electrical panels and receptacle covers, replacement of windows, and general site cleanup. No below-grade work that would require ground disturbance will occur. Interior refurbishment work for each unit includes new toilets, sinks, and vanity; new HVAC, new electrical switches and lighting, painting, new ADA-compliant door handles, new keycard entry locksets, and window screen installations. Repairs to the units will be conducted as needed and may include door jamb repairs, wall repairs, vinyl flooring repairs, repair or replacement of windows and showers. No new construction is proposed as part of this project, only rehabilitation. The City anticipates using CDBG funds in the amount $550,452.41 for construction and purchase of materials.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part
58.35 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Economic Development and Housing Department, West Sacramento City Hall, 1110 West Capitol Avenue, West Sacramento, CA 95691. The ERR will be made available to the public for review either electronically or by U.S. mail. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Economic Development and Housing Department, City of West Sacramento at 1110 West Capitol Avenue, West Sacramento, CA 95691 or by email to housing@cityofwestsacramento.org. All comments received by 5 p.m., December 19, 2025 will be considered by the City prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of West Sacramento certifies to HUD that Andrea Ouse, Community Development Director, in her capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of West Sacramento to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of West Sacramento's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of West Sacramento; (b) the City of West Sacramento has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Director of Office Community Planning and Development, HUD Region IX at RROFSFRO@hud.gov with a copy to SFCPDMail@hud.gov. Potential objectors should contact Community Planning and Development, HUD Region IX via email to verify the actual last day of the objection period.
