Any payment which shall remain unpaid on the date of delinquency established for taxes for county purposes will be delinquent and shall bear interest from the date of delinquency at a rate of one and one half percent (1.5%) per month and a ten percent (10%) penalty shall be added thereto and collected for use by the Sacramento Area Flood Control Agency.
