Adopted Ordinance 6345-B On November 18, 2025, during the regularly scheduled hearing, at the North Tahoe Event Center located at 8318 North Lake Blvd., Kings Beach, CA 96143 the Placer County Board of Supervisors adopted Ordinance 6345-B to repeal and reenact Placer County Code Chapter 15, Article 15.04, titled Building and Construction Code. The votes were as follows: Ayes: Landon, DeMattei, Jones, Gustafson, Gore Noes: None. The Ordinance adopts the 2025 California Building Standards Code as amended. The Ordinance incorporates mandatory changes by the State to include changed standards for snow load calculation requirements and adoption of the Wildland-Urban Interface Code for the mitigation of the effects of wildfire. The Ordinance also includes local code amendments due to climatic, topographic, or geological conditions that were in effect prior to September 30, 2025, in compliance with AB 130. The Ordinance revises swimming pool barrier requirements to more closely resemble California Health and Safety Code requirements. The Ordinance is effective January 1, 2026. The Board of Supervisors of The County of Placer Ordains as Follows: Section 1. Placer County Code Chapter 15, Article 15.04 is hereby repealed in its entirety. Section 2. The Board adopts the 2025 California Building Standards Code, Title 24 of the California Code of Regulations, including changes to Section 15.04.070 to clarify and lessen restrictions on the issuance of early non-occupancy building permits for residential subdivision or planned unit development projects, as amended and supported by the following findings: 1. The Board finds that modifications or changes to the California Building Standards Code are reasonably necessary because of local climatic, geological or topographical conditions. 2. California Health & Safety Code section 17958.5 authorizes reasonably necessary modifications to the 2025 California Building Standards Code on the basis of local conditions. 3. California Health & Safety Code section 17958.7 permits the Board of Supervisors to make such modifications if the same are supported by express findings that such modifications or changes are reasonably necessary because of local climatic, geological or topographical conditions. 4. The Board has identified certain changes to the California Building Standards Code, which are necessary for the preservation of the public health, safety and welfare due to the unique local climatic, geological and topographical conditions found within Placer County. 5. Specifically, the County of Placer encompasses a variety of climatic zones and elevations from near sea level to over 10,000 feet in elevation, including some of the heaviest snowfall areas in the United States, all of which gives rise to the need for a variety of building requirements especially applicable to the need of each zone. 6. The County of Placer contains a diversity of soil types, geologic structures and geomorphologic conditions that can affect the need for special building and testing requirements for structures in different parts of the County. 7. The terrain of Placer County varies from nearly level farmland in the West to extremely steep mountains in the East with numerous rivers and streams flowing through the County that create differing impediments to public safety access to areas of the County that are inhabited. 8. The County has a significant portion of lands within the wildland-urban interface areas and is prone to wildfires and conflagrate loss. 9. The Board concludes that the foregoing findings are complete and adequate pursuant to Health and Safety Code section 17958.7(a) for the purposes of approving the County's amendments to the California Building Standards Code, which amendments are included in the attached Exhibit 1. 10. The Board concludes that the proposed modifications or changes to the California Building Standards Code meets the following condition of Health and Safety Code section 17958.7(c): a. The changes or modifications are substantially equivalent to changes or modifications that were previously filed by the County and were in effect as of September 30, 2025. Section 3. The Board hereby codifies its adoption of the 2025 California Building Standards Code as amended by reenactment of Placer County Code, Chapter 15, Article 15.04, as set forth in Exhibit "1", which is attached hereto and incorporated herein as if set forth in full. Section 4. This Ordinance shall take effect and be in full force 30 days after the date of its passage, but no sooner than January 1, 2026. The Clerk is directed to publish this Ordinance, or a summary thereof, within 15 days in accordance with Government Code section 25124.
