REQUEST FOR PROPOSALS LEASE-LEASEBACK SERVICES INTRODUCTION The Pollock Pines Elementary School District ("District") is issuing a Request for Proposals ("RFP") from Lease-Leaseback ("LLB") entities prequalified to provide the District pre-construction and construction services for the Modernizations of the Pinewood ES and Sierra Ridge MS located at Sierra Ridge MS at 2700 Amber Trail, Pollock Pines, CA and Pinewood ES 6181 Pine Street, Pollock Pines, CA. Prequalification is required for this project. Prequalification packages are to be submitted to the District no later than December 29, 2025. This process is pursuant to the Lease-Leaseback provision of Education Code Section 17406. The RFP describes the Project, the required Scope of Work, the selection process, and the minimum information that must be included in the proposal. The award will be to the entity offering the best value to the District as defined in the RFP. This project will be awarded to one (1) Entity; however, contract documents and processes including but not limited to facilities and site lease agreements, preconstruction services, TBR development, insurances, bonds will, and construction administration be provided by site/project. The total estimated TBR for the Pinewood ES Modernization Project is $1,500,000 and for the Sierra Ridge MS Modernization Project is $2,500,000.
