NOTICE OF PUBLIC HEARING PLACER COUNTY BOARD OF SUPERVISORS WHERE: Board of Supervisors' Hearing Room – 175 Fulweiler Avenue, Auburn, CA WHEN: December 9, 2025, at 9:00 AM or as soon thereafter as may be heard SUBJECT: BASELINE COMMERCIAL CENTER (TRANSIT) PUBLIC HEARING TO ADOPT A RESOLUTION CREATING ZONE OF BENEFIT NO. 241 IN COUNTY SERVICE AREA 28 FOR TRANSIT SERVICES SETTING THE ANNUAL CHARGE SUPERVISORIAL DISTRICT NO. TWO (LANDON) On December 9, 2025, at 9:00 a.m. or as soon thereafter as may be heard the Board of Supervisors will hold a public hearing in the Chambers of the Board of Supervisors, 175 Fulweiler Avenue, Auburn, CA 95603 to consider the creation of Zone of Benefit No. 241 in County Service Area No. 28 and the imposition of an annual charge on the following parcels: 029-370-020-000, 029-370-021-000, 029-370-022-000, 029-370-023-000, 029-370-024-000, 029-370-025-000, and 029-370-026-000 The parcels are located at the southeast corner of Baseline Road and Walerga Road in the Dry Creek West Placer Area. The purpose of the zone of benefit and annual charge is to provide transit services pursuant to Government Code section 25213(p). This proposal is made pursuant to Government Code sections 25217-25217.4. An engineer's report has been prepared in accordance with Section 4(b) of Article XIIID of the California Constitution and is on file with the Director of Public Works, 3091 County Center Drive, Suite 220, Auburn, CA 95603, which you may review upon request. Please be advised that it be proposed that the amount to be charged to the existing parcels and any subsequent parcels and/or equivalent dwelling unit that now are or will be part of Baseline Commercial Center (Transit) Zone of Benefit No. 241 in the amount of $93.96 per Equivalent Dwelling Unit (EDU) with each parcel being assigned between 2.39 and 6.36 EDUs resulting in costs ranging between $224.56 and $597.59 for a total of $3,171. The charges begin with the 2026/2027 tax year. It is further proposed that each such charge may be modified annually by a proportionate amount not to exceed the change in The State of California, Department of Industrial Relations, San Francisco/Oakland/San Jose Metropolitan Area Consumer Price Index for All Urban Consumers and shall not exceed 5% in any one year. If approved, this charge will be imposed annually until further action is taken by the Board of Supervisors to eliminate or reduce the charge. Neither the annual charge of the foregoing specific amounts, nor any cost-of-living modification in the manner described, shall be considered an imposition of a new or increased assessment. At the public hearing, the Board will tabulate formation ballots and consider all protests against the proposed formation and/or setting of the annual charge. The zone of benefit shall not be formed and/or the charge shall not be imposed if there is a majority protest. A majority protest exists if, upon conclusion of the hearing, ballots submitted in opposition to the proposed formation and/or annual charge exceed the ballots submitted in favor of the same. In tabulating the ballots, the ballots shall be weighed according to the proportional financial obligation of the affected properties. Administrative remedies must be exhausted prior to an action being initiated in a court of law. If the proposed action is challenged in court, one may be limited to those issues raised at the public hearing described in this notice or in written correspondence delivered prior to the public hearing. All letters, written materials, studies, or reports can be delivered in advance to the Clerk of the Board, 175 Fulweiler Avenue, Room 101 Auburn, CA 95603, or presented during the hearing. Written protests will be accepted by the Clerk in advance of and until the close of the public hearing.
