Public Comment Period for the SMUD Thornton Avenue Site Draft Remedial Action Plan
This cleanup would remove arsenic and lead contamination in soils at the Site.
The California Department of Toxic Substances Control (DTSC) is informing you about a draft Remedial Action Plan (RAP) for the SMUD Thornton Avenue site located at 1610 Thornton Avenue in Sacramento, California 95811 (Site). The draft RAP proposes remedial actions designed to clean up arsenic and lead contamination in soils at the Site. The recommended cleanup plan involves excavation and removal of contaminated soil to a maximum depth of 10 feet below ground surface. If contaminated soil remains below the maximum excavation depth, long-term land controls will be used at the Site to prevent inappropriate land uses and protect human health. If the RAP is approved, preliminary activities will involve temporary blocking of access to a bike lane and an unnamed road between Thornton Avenue and North B Street.

About us: DTSC protects California’s people, communities, and environment from toxic substances, to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products.
California Environmental Quality Act (CEQA): DTSC has considered the potential environmental effects of the proposed cleanup plan and has prepared an Initial Study and draft Negative Declaration. DTSC concluded that the implementation of the cleanup plan would not have a significant impact on the environment. The public is invited to comment on the CEQA documents in addition to the proposed cleanup plan.
