CITY OF ROCK HILL ZONING BOARD OF APPEALS NOTICE OF PUBLIC HEARING The Rock Hill Zoning Board of Appeals will hold a public hearing on Tuesday, September 15, 2026, at 6:00 p.m. in Council's Chambers at City Hall, 155 Johnston Street, to consider the following: a. Appeal Z-2026-09: Request by Leslie Starnes with Family Promise for a variance, separation reduction, and a special exception to establish a group home at 404 East Main Street.
