Amendment of LRTP 2025-2050 NOTICE OF THIRTY DAY (30) PUBLIC REVIEW AND INTENT TO AMEND THE LONG-RANGE TRANSPORTATION PLAN (LRTP) FOR THE CATAWBA REGION TO INCLUDE THE ADDITION OF BICYCLE AND PEDESTRIAN PROJ- ECT RANKING CRITERIA TO THE PRIORITY PROJECTS LIST (APPENDIX B) FOR THE CATAWBA REGION, WHICH INCLUDES CHESTER, LANCASTER, UNION, AND YORK COUNTIES. The Long-Range Transportation Plan (LRTP) 2025-2050 is hereby amended by action of the Catawba Regional Council of Governments Board Executive Committee at its Thursday, August 20, 2026, meeting, subject to a 30-day public review period, as follows: Appendix B Priority Project Ranking Criteria Criteria Purpose Weight Scoring per Criterion 1. Safety Reduces crashes and address’s locations with documented 25% pedestrian/bicycle injuries or fatalities. Includes speeding, lack of sidewalks, unsafe crossings, and roadway characteristics. 2. Connectivity & Gap Closure Connects existing sidewalks, trails, bike lanes, parks, schools, 20% and neighborhoods. Eliminates missing links in the network. 3. Access to Destinations Improves access to schools, employment centers, transit, 15% downtowns, medical facilities, shopping, and parks. 1-5 points per criterion. Lowest 4. Project Readiness & Cost Evaluates right-of-way availability, utility conflicts, environmen- 15% cumulative score 1 Effectiveness tal constraints, and construction cost relative to benefits. and highest cumu- lative score 5. 5. Existing & Potential Demand / Evaluates existing and projected pedestrian/bicycle use and 15% Community Need the extent to which the project serves disadvantaged commu- nities, households with limited vehicle access, older adults, children, and people with disabilities. 6. Community Support Reflects adopted plans, citizen requests, public engagement, 10% and local priorities.
