NOTICE OF PUBLIC HEARING The City Council for the City of Rock Hill, South Carolina, will hold a public hearing at 6:00 PM on Monday, September 28, 2026, at the City Hall Council Chambers, 155 Johnston Street. At the public hearing, citizens will have the opportunity to provide input on proposed amendments to the Capital Improvements Plan and Impact Fee program, including proposed fee increases in the areas of water, wastewater, and fire, and a proposed new fee for police. Copies of the Water and Wastewater Capital Improvements Plan and Impact Fee Report, the Fire Protection Capital Improvements Plan and Impact Fee Study, the Police Capital Improvements Plan and Impact Fee Report, and Roadway Capital Improvements Plan and Impact Fee Report are available for public inspection during normal business hours at the City of Rock Hill Planning & Development Department, Suite 300, 155 Johnston Street, Rock Hill, SC 29731, at the City or Rock Hill Operations Center, 757 Anderson Road, Rock Hill, SC 29731, as well as online at www.cityofrockhill.com/planinfo.
