PUBLIC NOTICE CITY OF ROCK HILL COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM On or about September 30, 2026, the City of Rock Hill will submit its Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program to the U.S. Department of Housing and Urban Development for Program Year 2025-2026. A public hearing will be held to review the CAPER on Tuesday August 25, 2026, at 3:00 pm at Operations Center Room 136. There will be a 30-day public comment period regarding the 2025-2026 CAPER beginning Monday, August 31, 2026, and ending Tuesday, September 29, 2026.
