CITY OF ROCK HILL PLANNING COMMISSION
NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS
TO THE CITY OF ROCK HILL ZONING ORDINANCE
The City of Rock Hill Planning Commission will hold a public hearing and consider recommendations to City Council on proposed amendments to the City of Rock Hill Zoning Ordinance at their meeting on Tuesday, August 4, 2026. The meeting will begin at 6:00 p.m. and will be held in the Council Chambers at City Hall, 155 Johnston Street.
The proposed amendments to be heard and considered for recommendation to City Council are:
MAP AMENDMENTS
M-2026-08 Petition by Velocity Commercial Real Estate (Randall Bozard) to annex and rezone approximately 41.5 acres including right-of-way at 2259 Mt. Holly Rd. from General Commercial (GC) in York County to Community Commercial (CC). Tax Parcel: 618-00-00-034.
M-2026-09 Petition by Sharon Gayton (Vision and Beyond Christian Ministry) to rezone approximately 2.08 acres including right-of-way at 620 Briarcliff Rd. from Single Family Residential-5 (SF-5) to Office and Institutional (OI). Tax Parcel: 625-02-03-001.
TEXT AMENDMENTS
T-2026-01 Petition by the Rock Hill City Manager to amend the Zoning Ordinance standards in Chapter 2: Administration related to neighborhood meeting requirements.
T-2026-05 Petition by the Rock Hill City Manager to amend the Zoning Ordinance standards in Chapter 4: Land Use: Primary Uses related to Waste Transfer Facilities.

Interested members of the public and adjoining landowners will have the opportunity to speak at the hearing. Written comments on the applications may be hand delivered to Rock Hill City Hall, Planning Commission, 155 Johnston Street, or by mail to City of Rock Hill Planning & Development Department, Planning Commission, PO Box 11706, Rock Hill, SC 29731. The public hearing portion of the meeting can be viewed online at www.cityofrock hill.com/livestream.
If the meeting is to be rescheduled for any reason, it will be held on the alternate date of Tuesday, August 11, 2026, at 6:00 p.m. Notice of any change will be sent to the applicants and will be posted at City Hall and online at www.cityofrockhill.com/planinfo.
