NOTICE OF TWENTY-ONE DAY (21) PUBLIC REVIEW AND INTENT TO AMEND THE FY 24-33 TIP AND SUBMIT THE FOLLOWING PROJECTS TO SCDOT FOR THE ROCK HILL - FORT MILL AREA TRANSPORTATION STUDY (RFATS). THE RFATS AREA INCLUDES THE CITIES OF ROCK HILL AND TEGA CAY, THE TOWN OF FORT MILL, THE CATAWBA NATION, THE EASTERN URBANIZED PORTION OF YORK COUNTY, AND THE PANHANDLE OF LANCASTER COUNTY. 1. FY 2024 – 2033 Transportation Improvement Program (TIP) – An amendment to add the following: FY 26-27 TAP and CMAQ projects as well as updated FTA funding amounts / activities: A. Town of Fort Mill Traffic Signal Upgrade / Management Project (CMAQ) – A traffic flow improvement effort that will upgrade and enhance signal efficiency, emergency vehicle pre-emption as well as strengthen overall system functionality; funds committed $1,500,000. B. City of Rock Hill DLB Pedestrian Flyover Bridge (CMAQ) – A pedestrian safety and connectivity improvement effort in the Downtown area. This project will favorably impact area circulation and minimize vehicular emissions by providing an alternative approach to intra-area mobility; funds committed $1,500,000. C. City of Rock Hill Southside Recreational Park Pedestrian Enhancements – Phase II (TAP) – This project is a pedestrian safety and connectivity effort to strengthen access between a development of regional impact by providing area neighborhoods with a non-vehicular option; funds committed $634,930. D. FTA Funds – Consistent with proposed adjustments to transit service provision, associated FTA funding amounts have been updated for FY 26 & FY 27.
