Friedheim Road Landfill Site 650 Friedheim Road, Rock Hill Notice of 30-day Public Comment Period Voluntary Cleanup Contract with City of Rock Hill The South Carolina Department of Environmental Services (SCDES) is accepting public comments until June 22, 2026, on proposed Responsible Party Voluntary Cleanup Contract 26-8894-RP (VCC) regarding the Friedheim Road Landfill Site. The Site will soon be redeveloped into an outdoor recreational park. As part of the VCC, City of Rock Hill (CRH) has agreed to perform and fund a remedial investigation and an evaluation of cleanup alternatives for the Site under SCDES's oversight. CRH will reimburse SCDES for oversight costs relating to this VCC. The VCC contains provisions regarding the granting of a covenant not to sue from SCDES to CRH for completion of response actions specifically covered in the VCC, contribution protection, and contribution from other responsible parties.
