CITY OF ROCK HILL PLANNING COMMISSION NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS TO THE CITY OF ROCK HILL ZONING ORDINANCE The City of Rock Hill Planning Commission will hold a public hearing and consider recommendations to City Council on proposed amendments to the City of Rock Hill Zoning Ordinance at their meeting on Tuesday, May 5, 2026. The meeting will begin at 6:00 p.m. and will be held in the Council Chambers at City Hall, 155 Johnston Street. The proposed amendments to be heard and considered for recommendation to City Council are: MAP AMENDMENTS M-2026-03 Petition by CH Acquisitions, LLC (Mark Carpenter) to rezone approximately 31.5 acres at an unaddressed parcel located at the southeast corner of Laurel Creek Drive and Twin Lakes Road from Residential Mixed Use-20 (RMX-20) in York County to Master Planned Residential (MP-R). The subject property is proposed to be annexed into the City of Rock Hill. Tax Parcel 635-07-01-069. M-2026-04 Petition by Trinity Baptist Church (Perry Sutton) to rezone approximately 1.90 acres including right-of-way at 802, 816, 818, 820, 822, and 822 ½ Crawford Road and 815 Taylor Street from Single Family-4 (SF-4) and Neighborhood Commercial (NC) to Office and Institutional (OI). Tax Parcels 600-14-01-004 to -009 and 600-14-01-011. M-2026-05 Petition by Foresite Group (David Buckel) to rezone approximately 24.17 acres at 5105 Old York Road from Limited Commercial (LC) to Single Family-5 (SF-5). Tax Parcel 542-07-01-016 (portion). M-2026-06 Petition by Bolton & Menk, Inc. (Sean Paone) to rezone approximately 50 acres at 3286 Palmetto Parkway from Industry General (IG) to Master Planned Business/Industrial Park (MP-BIP). Tax Parcel 664-00-00-021 (portion). TEXT AMENDMENTS T-2026-01 Petition by the Rock Hill City Manager to amend the Zoning Ordinance standards related to Chapter 4: Primary Uses, to remove the Flex Space use as an allowed use within the General Commercial (GC) zoning district. T-2026-02 Petition by the Rock Hill City Manager to amend the Zoning Ordinance standards related to Chapter 4: Primary Uses, to create standards for THC Product Sales. Interested members of the public and adjoining landowners will have the opportunity to speak at the hearing. Written comments on the applications may be hand delivered to Rock Hill City Hall, Planning Commission,155 Johnston Street, or by mail to City of Rock Hill Planning & Development Department, Planning Commission, PO Box 11706, Rock Hill, SC 29731. The public hearing portion of the meeting can be viewed online at www.cityofrock hill.com/livestream. If the meeting is to be rescheduled for any reason, it will be held on the alternate date of Tuesday, May 12, 2026, at 6:00 p.m. Notice of any change will be sent to the applicants and will be posted at City Hall and online at www.cityofrockhill.com/planinfo.
