Annual Review of Base Rates for Fuel Costs of Duke Energy Carolinas, LLC (For Potential Increase or Decrease in Fuel Adjustment) Docket No. 2026-3-E
Why is this Notice Important and what are Fuel Costs?
The Public Service Commission of South Carolina (the "Commission") has scheduled a public hearing, and the Commission decides the rates a utility can charge. This Notice is for electric utility customers of Duke Energy Carolinas, LLC (the "Company") and interested persons.
Fuel costs, according to the law, include, in part, the cost of fuel, the cost of fuel transportation, and the fuel costs related to the power that electric utilities purchase from other businesses to provide electricity to its customers.
A procedure for annual hearings to allow the Commission and all interested parties to review the fuel purchasing practices and policies of Duke Energy Carolinas, LLC and for the Commission to determine if any adjustment in the fuel cost recovery mechanism is necessary and reasonable is required by law. S.C. Code Ann. Section 58-27-865
What is Duke Energy Carolinas, LLC asking the Public Service Commission to approve?
The law states, in part, "Upon conducting public hearings in accordance with law, the Commission shall direct each company to place in effect in its base rate an amount designed to recover, during the succeeding twelve months, the fuel costs determined by the Commission to be appropriate for that period, adjusted for the over recovery or under-recovery from the preceding twelve-month period." S.C. Code Ann. Section 58-27-865(B)
Also, in this case the Commission will determine whether an increase or decrease should be granted in the fuel cost component designed to recover the additional (or incremental) or avoided costs paid (or incurred) by the Company to operate (or implement) the distributed energy resource program previously approved by the Commission. S.C. Code Ann. Section 58-39-140
The Commission, on August 19, 2021, in Order No. 2021-569, Page 35 states, "S.C. Code Ann. Section 58- 40-20(E) requires the value of energy produced by customer-generators to be updated annually, and the annual fuel proceedings is the logical proceeding to conduct that update."
The Commission will review the fuel purchasing practices of Duke Energy Carolinas, LLC during this case and hearing. The case was filed according to S.C. Code Ann. Section 58-27-865, and this hearing has been scheduled according to S.C. Code Ann. Regs. 103-817, S.C. Code Ann. Sections 58-27-865, 58-39-140, and Order No. 2021-569.
