PUBLIC NOTICE CITY OF ROCK HILL 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT The City of Rock Hill estimates receiving an annual allocation of $478,911 in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for the 2026-20267 CDBG Program. The City has developed a proposed 26/27 Annual Action Plan proposed use of funds has been developed in accordance with regulations published by HUD and gives maximum feasible priority to activities that benefit low- and moderate-income persons. The following are the proposed activities and estimated funding amounts for the 2026-2027 Community Development Block Grant Program. Rock Hill Parks, Recreation & Tourism – SPARKS = $10,000 Funds will support recreational and educational services for disadvantaged and handicapped children, youth, and adults. City of Rock Hill – Loan Repayment= $67,514 Funds will repay previous HUD Section 108 loan. Housing Development Corporation of Rock Hill – First Time Homebuyer Program = $50,000 Funds will provide down payment and closing cost assistance for first time homebuyers. Housing Development Corporation of Rock Hill – Owner Occupied Rehabilitation = $100,000 Funds will support the rehabilitation of privately owned single-unit homes. Housing Development Corporation of Rock Hill – Owner Occupied Rehabilitation-Volunteer Projects = $40,000 Funds will support the summer volunteer projects that are coordinated to provide rehabilitation of privately owned single-unit homes. Housing Development Corporation of Rock Hill – Southside Home Improvement Program (SHIP) = $60,000 Funds will support the rehabilitation of exterior house items of privately owned single-unit homes. City Management – Administration = $16,397 Funds will provide for the administration of the CDBG program. Catawba Area Coalition for the Homeless – Homeless Assistance= $55,000 Funds will be used to support projects benefiting individuals experiencing homelessness in the City of Rock Hill. City Management- Brownfields Assessments= $5,000 Funds will be used to support Brownfields Assessments within the City of Rock Hill Limits. This includes Phase I's. Neighborhood Services- Neighborhood signs grant= $15,000 Funds will be used as matching grants for neighborhoods located in LMI areas to purchase, paint, and install entrance signs that are old and aging.
