It has come to my attention and my investigation has found that the structure on the subject property listed above is in violation of Section 10-231, et seq. of the Municipal Code of the City of Rock Hill dealing with unsafe housing for human habitation. Such violations include, but are not limited to those listed below. Upon inspection, I find that the structure is so dilapidated or has become so out of repair as to be dangerous, unsafe, unsanitary or otherwise unfit for human habitation or occupancy that it is unreasonable to repair the structure. Demolition and removal of structure has been initially determined. A hearing will be held before me on March 31, 2026, at 2:00 p.m. in the Planning and Development Conference Room 329 at City Hall 155 Johnston Street, Rock Hill, SC, at which time the owner and parties of interest shall be given the right to file an answer to this complaint and to appear in person or otherwise and give testimony at the place and time set forth above. If no appearance is made by the owner or other parties of interest, the public officer will issue an order based on the evidence he has collected and his own opinion. Otherwise, any evidence offered at the hearing will also be considered. The amount of the cost of such removal or demolition, less salvage, shall be billed directly to the owner of the property upon which the cost was incurred as well as a lien against such property in the amount of the cost for the demolition and removal which shall be collectible in the same manner as city ad valorem property or real property taxes.
