Notice of Public Hearing At its March 2, 2026 meeting, the City Council (the "City Council") of the City of Durham, North Carolina (the "City") adopted a resolution which: Authorized the City to proceed to finance improvements to various City facilities, including, but not limited to, (a) renovations to the City's Public Works Operations Center, (b) the acquisition, construction, and renovation of several fire rescue and police facilities, including Fire Station #18 and Fire Station #19, (c) renovations and upgrades to the Durham Performing Arts Center HVAC systems, and (d) renovations and upgrades to the City Hall and the City Hall Annex HVAC systems (collectively, the "Projects"), pursuant to an installment financing contract (the "Contract"), in a principal amount not to exceed $136,000,000 under which the City will make certain installment payments in order to make the Projects available to the City; and Authorized the City to proceed to provide, in connection with the Contract, as grantor, a deed of trust, security agreement and fixture filing (the "Deed of Trust") under which the real property on which the Projects are or will be located, including one or more of the Public Works Operations Center, Fire Station #18, Fire Station #19, City Hall, and City Hall Annex, as set forth below (the "Mortgaged Property"), will be mortgaged by the City to create a lien thereon for the benefit of the entity, or its assigns, providing the funds to the City under the Contract. The Public Works Operations Center is located at 1100 Martin Luther King, Jr. Parkway, Durham, North Carolina 27707, Fire Station #18 is located at 6919 Herndon Rd, Durham, NC 27713, Fire Station #19 is located at Davis Drive, south of the intersection with Highway 54, City Hall is located at 101 City Hall Plaza, Durham North Carolina 27701, and City Hall Annex is located 101 City Hall Plaza Annex, Durham North Carolina 27701. The Mortgaged Property will be subject to the mortgage provided in the Deed of Trust. The Contract and the Deed of Trust permit the City to enter into amendments to finance additional projects and refinance projects using the Mortgaged Property as collateral and the City may or may not grant additional collateral in connection with such amendments. NOTICE IS HEREBY GIVEN, pursuant to Sections 160A-20 of the General Statutes of North Carolina, that on March 16, 2026 at 7:00 p.m. in City Council Chambers at City Hall, 101 City Hall Plaza, Durham, North Carolina 27701, a public hearing will be conducted concerning the approval of the execution and delivery of the Contract and the City's financing of the Projects.
