CITY OF ROCK HILL PLANNING COMMISSION NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS TO THE CITY OF ROCK HILL ZONING ORDINANCE The City of Rock Hill Planning Commission will hold a public hearing and consider recommendations to City Council on proposed amendments to the City of Rock Hill Zoning Ordinance at their meeting on Tuesday, March 3, 2026. The meeting will begin at 6:00 p.m. and will be held in the Council Chambers at City Hall, 155 Johnston Street. The proposed amendments to be heard and considered for recommendation to City Council are: MAP AMENDMENTS M-2026-01 Petition by Bowen Horger (Elmwood Property Group, LLC) to annex and rezone 0.86 acres, located at 1397 Celanese Road and a portion of 1196 Riverview Road, from Urban Development (UD) in York County and General Commercial to Community Commercial (CC). Tax Parcels 662-00-00-003 & 662-05-01-255 (portion). M-2026-02 Petition by Benjamin Harris (Stotan Industrial) to annex and rezone 63.88 acres, located at 661 Albright Road and an unaddressed parcel along Blackmon Street, from Urban Development (UD) in York County, Industry Heavy (IH), and General Commercial (GC) to Industry General (IG) and Commercial Industrial (CI). Tax Parcels 626-07-01-001 & 623-00-00-002. TEXT AMENDMENTS T-2025-03 Petition by the Rock Hill Planning Commission to amend the Zoning Ordinance standards related to the Rural (RU) zoning district. This item was deferred from the February 3, 2026, meeting. T-2026-01 Petition by the Rock Hill City Manager to amend the Zoning Ordinance standards related to Neighborhood Meetings in Chapter 2.
