CITY OF ROCK HILL PLANNING COMMISSION NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS TO THE CITY OF ROCK HILL ZONING ORDINANCE The City of Rock Hill Planning Commission will hold a public hearing and consider recommendations to City Council on proposed amendments to the City of Rock Hill Zoning Ordinance at their meeting on Tuesday, January 6, 2026. The meeting will begin at 6:00 p.m. and will be held in the Council Chambers at City Hall, 155 Johnston Street. The proposed amendments to be heard and considered for recommendation to City Council are: MAP AMENDMENTS M-2025-17 Petition by Riverchase Realty, LLC (Hitesh Patel) to rezone approximately 13.2 acres including right-of-way at 1505 and 1515 Riverchase Blvd. from General Commercial (GC) and Planned Unit Development (PUD) to Master Plan-Commercial (MP-C). Tax Parcels 662-05-01-248 & -244. M-2025-19 Petition by Bill Elliott (Elliott Partners, LTD) to annex and rezone approximately 4.4 acres at 540 Mt. Gallant Rd. from Urban Development (UD) in York County to Industry General (IG). Tax Parcel 664-00-00-008. M-2025-20 Petition by Vincent Hicklin (Camp Flight Academy) to rezone approximately 3.88 acres including right-of-way at 648 and 652 S. Jones Ave. from Single Family-5 (SF-5) to Office and Institutional (OI). Tax Parcels 625-04-01-014 & -033. TEXT AMENDMENTS T-2025-03 Petition by the Rock Hill Planning Commission to amend the Zoning Ordinance standards related to the Rural (RU) zoning district. T-2025-04 Petition by the Rock Hill City Manager to amend the Zoning Ordinance standards related to Chapter 5, Land Use: Accessory and Temporary Uses related to Mobile Food Vendors and Special Event Permits. The applications and supporting materials are available upon request at City Hall. You may also review these at www.cityofrockhill.com/planinfo or call 803-326-2456 for more information. Interested members of the public and adjoining landowners will have the opportunity to speak at the hearing. Written comments on the applications may be hand delivered to Rock Hill City Hall, Planning Commission,155 Johnston Street, or by mail to City of Rock Hill Planning & Development Department, Planning Commission, PO Box 11706, Rock Hill, SC 29731. The public hearing portion of the meeting can be viewed online at www.cityofrock hill.com/livestream. If the meeting is to be rescheduled for any reason, it will be held on the alternate date of Tuesday, January 13, 2026, at 6:00 p.m. Notice of any change will be sent to the applicants and will be posted at City Hall and online at www.cityofrockhill.com/planinfo.
