NOTICE OF ENACTMENT Notice is hereby given that pursuant to Title 31, Chapter 6 of the Code of Laws of South Carolina 1976, as amended, the City Council of the City of Chester, the governing body of the City of Chester, South Carolina (the "City Council") has duly enacted "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHESTER, SOUTH CAROLINA PROVIDING FOR THE ESTABLISHMENT OF A REDEVELOPMENT PROJECT AREA, THE APPROVAL OF A REDEVELOPMENT PLAN FOR THE FINANCING OF REDEVELOPMENT PROJECTS, AND OTHER MATTERS RELATED THERETO" (the "Ordinance"). The final reading of the Ordinance was given at a meeting of the City Council held on November 24, 2025. The Ordinance: (i) authorizes the adoption of the Redevelopment Plan; (ii) establishes the Redevelopment Area; and (iii) provides for the issuance of TIF Bonds to finance the costs of the Redevelopment Projects. Capitalized terms used herein have the meanings ascribed thereto in the Ordinance, which is available for inspection at the office of the City Clerk of the City of Chester, South Carolina.
