Why is this Notice Important and What is the Project in this case? • Duke Energy Carolinas, LLC (“DEC” or “Company”), the North Carolina Electric Membership
Corporation (“NCEMC”), and Central Electric Power Cooperative, Inc. (“Central,” and together with DEC and NCEMC, the “Joint Applicants”) filed an application for a Certificate of Environmental Compatibility and Public Convenience and Necessity (“CECPCN”) with the Public Service Commission of South Carolina (the “Commission”).
• The Joint Applicants request permission to construct a new natural gas combined cycle generating plant and associated facilities, including a new multi-breaker 230 kV switching station and the fold-in of the existing Chickasaw B/W 230 kV lines into the new switching station, in Anderson County (the “Project”).

Why are the Joint Applicants asking the Commission to issue a CECPCN in this case? • The Joint Applicants state that there are substantial, growing energy needs, and DEC anticipates an
increase in annual energy need of 25,735,000 MWh between 2024 and 2031. • The Joint Applicants state that the Project is needed by NCEMC and Central as a capacity and energy
resource to serve their respective member cooperatives’ loads. The case was filed according to S.C. Code Ann. Sections 58-33-10 et seq., 58-37-100 et seq. and S.C. Code Ann. Regs. 103-304 and 103-825 and 103-823, and a hearing has been scheduled according to S.C. Code Ann. Section 58-33-130 and S.C. Code Ann. Regs. 103-817. A public hearing has been scheduled in this case to begin on Wednesday, January 28, 2026, at 10:00 a.m., with only attorneys present and no witnesses, and reconvening on February 25, 2026, at 10:00 a.m., to receive evidence and to hear from witnesses, and continuing, if necessary, on February 26, 2026, at the call of the Chairman, at the Public Service Commission, Hearing Room, 101 Executive Center Drive, Columbia, SC 29210.
