PUBLIC NOTICE JOHNSTON COUNTY Notice of Discharge of Untreated Sewage General Statute 143-215.1C requires that the owner or operator of any wastewater collection or treatment works to issue a public notice when an untreated wastewater discharge of 15,000 gallons or more reaches surface waters. In accordance with that regulation, the following public notice has been prepared and issued to media in the affected county: Johnston County Public Utilities had a discharge of untreated wastewater from the Johnston County Collection System located in the vicinity of 1005 Winston Road in Clayton, North Carolina of approximately 19,800 gallons. The discharge began on October 18, 2026 and lasted for approximately 21 hours. The untreated wastewater entered White Oak Creek in the Neuse River Basin from approximately 3:45 pm on October 18, 2026 until 12:45 pm on October 19, 2026. The unauthorized discharge was a result of pipe material failure on an 8" PVC force main. The force main was repaired and restored to normal operations by placing the repaired main back in service. The Division of Water Resources was notified of the event on October 19, 2026. Dissolved oxygen samples were taken in White Oak Creek upstream and downstream of the discharge on October 19, 2026 and October 20, 2026 with no significant difference in the samples. All samples measured 5.9 mg/L and above. This notice was required by North Carolina General Statutes Article 21, Chapter 143.215C.
