THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on September 15, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the September 15, 2026, meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Z-12-26 6518. 6702, 6710 Rock Quarry Rd, being Wake PINs 1731445895, 1731244545, 1731532689 located at the intersection of Whitfield Road and Rock Quarry Road in southeast Raleigh. Approximately 42.40 acres of land are requested to be rezoned from Commercial Mixed Use, 3 Stories Conditional Use (CX-3-CU) to Commercial Mixed Use, 4 Stories Conditional Use (CX-4-CU) for increased structure height. Conditions include limiting residential density, prohibiting some specific uses otherwise allowed in the district, prohibits and defines vape/tobacco shops, prohibits and defines internet/electronic sweepstakes cafes or parlors, limits the development of non-residential principal uses, includes requirements for post-construction stormwater runoff controls, and regulates pedestrian access for the apartment building type. Z-17-26 5511, 5507 Hillsborough St & 0, 5508 Western Blvd, being Wake PINs 0784317428, 0784318842, 0784319416, and 0784317790 located at the intersection of Hillsborough St and Western Blvd. Approximately 3.57 acres are requested by the City of Raleigh to be rezoned from Industrial Mixed Use-3 Stories-Parking Limited and Residential-10 both with Transit Overlay District and Special Residential Parking Overlay District (IX-3-PL & R-10 w/TOD & SRPOD) to Residential Mixed Use-3 Stories with Transit Overlay District and Special Residential Parking Overlay District (RX-3 w/TOD & SRPOD). TC-4-26 Minor and Exempt Subdivision Regulations, this text change amends the Unified Development Ordinance (UDO) to incorporate provisions of North Carolina law allowing certain qualifying land divisions to be exempt from the City's standard subdivision review process and, to establish a Minor Subdivision review process for qualifying subdivisions that provides a streamlined review process.
