Explanation of Significant Difference and Availability of the Administrative Record Koppers, Inc. (Morrisville Plant) Morrisville, Wade County, North Carolina The U.S. Environmental Protection Agency, in coordination with the North Carolina Department of Environmental Quality, has issued an Explanation of Significant Difference (ESD), that modifies the 1992 Record of Decision (ROD) for the Koppers Co., Inc. (Morrisville Plant) Superfund Site. The ESD specifies that contaminated surface soil exceeding revised cleanup levels will be excavated and sent off site for treatment, if necessary and then disposed of in an EPA-approved landfill. Land use restrictions will be put in place to restrict residential use. These changes do not fundamentally alter the selected remedy presented in the 1992 ROD.
