NOTICE OF PUBLIC HEARING 2025 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) FOR THE ORANGE COUNTY HOME PROGRAM Background Each year, Orange County reports on activities undertaken with funds from the U.S. Department of Housing and Urban Development through the HOME Investment Partnerships (HOME) Program. This annual report is called the Consolidated Annual Performance Evaluation Report (CAPER). During the 2025 CAPER period (July 1, 2025 through June 30, 2026), the County disbursed approximately $292,019.11 for HOME projects, including $84,587.00 in local matching funds contributed by the Towns of Chapel Hill, Carrboro, Hillsborough, and Orange County. Program Year 2025 expenditures were primarily associated with Tenant-Based Rental Assistance (TBRA) and administration, as predevelopment activities continued for construction and acquisition projects that will draw HOME funds in future program years.
