THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on September 1, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the September 1, 2026, meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Z-09-26 5925 Glenwood Ave, being Wake County PIN 0786950692 located on the south side of Glenwood Avenue, approximately 730' east of Oak Park Road and 170' west of Glen Forest Drive. Approximately 2.02 acres of land are requested to be rezoned from Commercial Mixed Use-3 Stories-Parking Limited Frontage (CX-3-PL) and Residential-4 (R-4) to Commercial Mixed Use-3 Stories-Parking Limited Frontage (CX-3-PL), changing the parcel from a split zoned property to one unified zone. Proposed conditions would prohibit some uses otherwise permitted in DX; require the dedication of at least 122 units as affordable for households earning 50% AMI for a period of at least 30 years, after the issuance of a certificate of occupancy for the 700th unit constructed; and limit maximum AM peak hour trips to 372 and maximum PM peak hour trips 370; and prohibit payday lending; vape/tobacco shops; and internet/electronic sweepstakes cafes or parlors.
