Annual Wastewater Report ANNUAL PERFORMANCE REPORT FOR JOHNSTON COUNTY WASTEWATER TREATMENT FACILITIES PERIOD: July 01, 2025 to June 30, 2026 I. Wall Address: PO Box 2263, Smithfield, N.C. 27577 Telephone #: 919-989-5075 NPDES Permit #'s : NC0030716, NC0084735, WQCS00060 and WQ0019632 The Johnston County Wastewater Treatment Facilities include two facilities under Permit NC0030716. These plants are the Central Johnston County Regional Wastewater Treatment Facility (CJCRWWTF) and 210 Wastewater Treatment Facility (210 WWTF). The Johnston County Wastewater Collection Facilities are operated under WQCS00060. These facilities collect and treat bulk wastewater received from the Towns of Smithfield, Selma, Four Oaks, Pine Level, Clayton (East Clayton Industrial Area) and Aqua NC (Flowers Plantation). County facilities also extend to and serve retail customers in the Town of Wilson's Mills, the Cleveland community, NC 42 area east of the Neuse River, the McGee's Crossroads area and an area south of Four Oaks. The County operates and maintains a system of sewer line interceptors that extend through Smithfield to Selma that provide transmission of bulk wastewater to the CJCRWWTF. In addition, bulk wastewater from the Town of Pine Level is pumped into this interceptor. Bulk wastewater received from the Town of Four Oaks is transferred to the treatment facility through a series of force mains and interceptors involving three (3) pumping stations. In addition, a portion of the wastewater received from the Town of Four Oaks is directly pumped to the Town of Benson Treatment Facility. Each town and bulk customer is responsible for operation of their own collection system. Wastewater from the other areas identified above is pumped to the County's treatment facilities or the Town of Clayton wastewater treatment facility. The CJCRWWTF (NPDES Permit # NC0030716) is located south of Smithfield. The plant is a tertiary facility permitted to treat and discharge 9.5 million gallons per day to the Neuse River. The plant treatment works consist of primary screening, activated sludge with biological nutrient removal, secondary clarification, denitrification filtration, and ultraviolet light disinfection. Additionally, the plant stabilizes and dewaters biological sludge for disposal in the County's lined landfill facility. The 210 WWTF (NPDES Permit # NC0030716) is located on County Home Road in Smithfield. The plant is a tertiary facility permitted to treat and discharge 4.0 million gallons per day to the Neuse River. The plant's preliminary treatment works include fine screen bar screening and grit removal. The plant operates a 5 stage Bardenpho process, including two anerobic zones for phosphorus removal, two anoxic zones for first stage of denitrification, three aerobic zones for nitrification, three anoxic zones for secondary denitrification which can be enhanced with Micro C addition and the last zone for reaeration for final nitrification. Prior to the secondary clarifiers, PACL is used to enhance phosphorus removal. The final stages of the process include two secondary clarifiers, three disk filters and disinfection with sodium hypochlorite. The County pumps treated wastewater effluent approximately 6 miles to a dechlorination facility for chlorine removal. Wastewater flows out a cascade aerator prior to discharge in the Neuse River. The County stabilizes and dewaters sludge for both treatment facilities at the BioSolids Handling and Dewatering Facility (at the 210 WWTF site). This treatment consists of two one-million- gallon aerobic digesters with decanters. Side streams are treated in another one-million-gallon storage tank with aeration. Sludge is dewatered with 2 centrifuges. The County disposes of sludge in the Johnston County landfill and maintains a contract with a third party to haul sludge to another landfill. The County treats process water from the Timothy G. Broome Water Treatment Facility under NPDES Permit # NC0084735 in Wilson's Mills. This treatment process consists of surge decanting tanks, solids thickener, and fine solids polishing basins with the effluent dechlorinated prior to discharge to the Neuse River. These processes are located on the water plant site. II. This report will be available on the County's web site, www.johnstonnc.gov. A public notice was published in The Smithfield Herald notifying users of its availability. IV.
