NOTICE FOR A VIRTUAL PUBLIC HEARING AND COMMENT PERIOD Recovery Housing Program (RHP) 2026 Annual Action Plan AGENCY: North Carolina Department of Commerce, Rural Economic Development Division (REDD) ACTION: This serves as notification that the North Carolina Department of Commerce Rural Economic Development Division (REDD) will host an official virtual public hearing regarding the State of North Carolina's 2026 Annual Action Plan for the Recovery Housing Program. This hearing will be held virtually and all who wish to learn and provide input about the program allocation are welcome and encouraged to join. The acceptance of allocation from the U.S. Department of Housing and Urban Development (HUD) in the amount of approximately $928,722.00 will provide assistance to individuals in recovery from substance use disorder (SUD) with stable, transitional housing while on the path to self-sufficiency. SUMMARY: The RHP Program will provide funding to eligible applicants (County-Level or County's municipality's designee) to provide stable, transitional housing for individuals in recovery from a substance use disorder across the State of North Carolina. The funding to individuals covers a period of not more than two (2) years or until the individual secures permanent housing, whichever is earlier. RHP has been authorized under Section 8071 of the Support for Patients and Communities (SUPPORT) Act. Funds made available through RHP will be treated as Community Development Block Grant (CDBG) funds and will be governed by CDGBG regulations. PUBLIC COMMENT PERIOD: Comments regarding the 2026 RHP Annual Action Plan can be received during the virtual public hearing and comment period. The scheduled comment period begins August 5, 2026 until August 11, 2026. Written comments will be accepted until 5:00 pm EST on the closing comment date and may be emailed to john.brooks@commerce.nc.gov.
