THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on August 18, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the August 18, 2026, meeting. To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up. NOTE: Copies of public hearing proposals are on file with Raleigh Planning and Development or can be accessed via the internet at www.raleighnc.gov/development. Public Hearings at 1:00 p.m. Z-51-25 Spring Forest Rd, being Wake PINs 1736064615 and 1736064465, 1/4 mile west of the intersection of Louisburg Rd/US-401 and Spring Forest Rd. Approximately 3.93 acres are requested to be rezoned by Hunter Winstead, Morningstar Law Group, on behalf of the Estate of Hubert L. Norwood, from Residential-1 (R-1) to Commercial Mixed Use-3 stories-Conditional Use (CX-3-CU). Proposed conditions would prohibit some uses; limit maximum development intensities; prohibit vape/tobacco shops; and require a 20-foot-wide protective yard along the site's western and southern property lines for any site plan proposing a non-residential use. Approximately 31.58 acres are requested to be rezoned by Molly Stuart, on behalf of The Angus Barn Properties, LLC and the Pettus Family. The site is currently zoned Industrial Mixed Use-3 stories-Parkway frontage with Airport Overlay District and Special Highway Overlay District-2 (IX-3-PK w/ AOD & SHOD-2); Durham Residential Rural with Airport Overlay A65 and Airport Overlay A60 (Durham RR w/ A65 & A60); and Durham Residential Rural with Airport Overlay A65 (Durham RR w/ A65). The request would rezone the site to Office Mixed Use-4 stories-Parking Limited frontage-Conditional Use (OX-4-PL-CU) and Office Mixed Use-4 stories-Conditional Use (OX-4-CU). Proposed conditions would require any recorded plat to disclose RDU Airport noise contours; require the developer to record an avigation easement granting the RDU Airport Authority perpetual right of flight over the site; require new residential dwelling units to be constructed with noise-attenuating materials; alter block perimeter standards; and restrict maximum development intensities. This request is associated with annexation petition AX-44-25. A portion of the site is in Durham County and eligible to be annexed into the City of Raleigh by agreement with Durham, dated 2019. Approximately 1.52 acres are requested by Molly Stuart of Morningstar Law on behalf of GFL Investments 78 LLC to be rezoned from Residential – 4 (R-4) to Neighborhood Mixed Use – 4 stories– Parking Limited – Conditional Use (NX-4-PL-CU). Proposed zoning conditions prohibit detention centers, jails, prisons, and vehicle fuel sales, prohibits vape and tobacco shops, and prohibits internet or electronic sweepstakes cafés or parlors. Approximately .15 acres are requested by Mill and Oak LLC to be rezoned from Office Mixed Use-3 stories-Detached with North Boylan Neighborhood Conservation Overlay District (OX-3-DE w/NCOD) to Commercial Mixed Use-12-Stories-Urban Limited (CX-12-UL). TC-1-26 School Lot Area Amendment, an external text change request has been submitted for an amendment to UDO Sec. 6.3.1.D.2.b, which currently requires all schools to provide 500 square feet of lot area per enrolled pupil. The proposed amendment would maintain this requirement citywide, except for school sites that meet both of the following conditions: the site is located within a Mixed Use zoning district; and the lot does not directly abut property zoned R-1, R-2, R-4, or R-6.
