HOME-ARP Allocation Plan Substantial Amendment Public Hearing & Public Comment Period The City of Raleigh Housing and Community Development Department will hold one Public Hearing and a thirty (30) day public comment period to gather input on a proposed Substantial Amendment to the City's HOME-ARP Allocation Plan. Public Hearing (pending City Council authorization): September 1, 2026 – 7:00 PM City of Raleigh Council Chambers, Raleigh Municipal Building 222 W. Hargett St, Raleigh, NC 27601 The City of Raleigh received $5,256,688 in HOME Investment Partnerships American Rescue Plan (HOME-ARP) funds from the U.S. Department of Housing and Urban Development (HUD) to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations. The proposed Substantial Amendment would reallocate $3,636,688 from the acquisition and development of non-congregate shelter to Supportive Services. No change is made to the amount of funding allocated to the development of affordable rental housing. The draft Substantial Amendment is available on the City's website (Community Development Reports and Documents page) and at the Housing and Community Development Department, 421 Fayetteville Street, Suite 1200, for a 30-day review and comment period from August 4, 2026, through September 4, 2026.
