NOTICE OF AMENDMENT WAKE COUNTY HOME-ARP ALLOCATION PLAN AMENDMENT 10-DAY PUBLIC COMMENT PERIOD NOTICE IS HEREBY GIVEN that Wake County Housing Affordability and Community Revitalization Department proposes to amend the Wake County HOME-ARP Allocation Plan. The HOME-ARP Allocation Plan is a strategic planning document required by the U.S. Department of Housing and Urban Development (HUD) for Wake County to receive HOME-ARP grant funding. The Plan outlines how HOME-ARP funds will be used to address the housing and service needs of qualifying populations, including individuals and families experiencing homelessness, those at risk of homelessness, and other vulnerable populations. It also establishes the County's strategy for allocating HOME-ARP funds to eligible activities, including affordable housing development, tenant-based rental assistance, supportive services, and non-congregate shelter. HUD has notified Wake County of an additional HOME-ARP allocation of $5,293, increasing the County's total HOME-ARP award from $3,511,550 to $3,516,843. As part of this amendment, Wake County also proposes to reprogram $2,511,550 from non-congregate shelter to $1,000,000 in supportive services and $1,511,550 to affordable housing development. In addition, the $5,293 in new HOME-ARP funds will be allocated to Affordable Rental Housing Development, bringing the total allocation for that activity to $2,516,843 to expand the supply of permanent affordable housing for HOME-ARP qualifying populations. A draft of the amended HOME-ARP Allocation Plan will be available for a 10-day public comment period, from August 3, 2026 to August 12, 2026. Wake County will review and consider all feedback received before submitting the final plan to HUD. The proposed amendment will be presented to the Wake County Board of Commissioners for consideration and approval on August 17, 2026.
