THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on June 16, 2026. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the June 16, 2026 meeting. To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. Public Hearings at 1:00 p.m. Z-44-25 Jones Ridge Trail Assemblage, being Wake PINs 1748735122, 1748837795, 1748835688, 1748834664, 1748835809, 1748831598, 1748738570, 1748832896, 1748737308, 1748838809, 1748830555, 1748833538, 1748737179, and 1748831394 located along Jones Ridge Trail. Approximately 27.86 acres are requested to be rezoned from Wake County Residential-30 (R-30) to Residential-10-Conditional Use (R-10-CU). Proposed conditions limit the number of dwelling units, apply restrictions to residential buildings, require a portion of the site be open area, establish additional setbacks and stormwater management, and require fencing along several property boundaries. Approximately 61.21 acres requested by Rex Hospital, Inc. and University of North Carolina Health Care System to rezone from Office Mixed Use-12 stories-Urban Limited (OX-12-UL) to Campus Master Plan (CMP). The proposed rezoning is accompanied by a Master Plan that would establish development standards across the site. Major changes include a height increase in the central and southwest corner of the site from 12 to 20 stories, a reduction in permitted height in sub-districts that abut residential developments, a reduction in housing entitlement to 500 units, and a reduction in allowed uses. Approximately 0.41 acres of land are requested to be rezoned from Office Mixed Use-3 Stories-Detached Frontage with North Boylan Neighborhood Conservation Overlay District (OX-3-DE w/NCOD) and Downtown Mixed Use-20 Stories-Shop Frontage-Conditional Use (DX-20-SH-CU) to Downtown Mixed Use-20 Stories-Shopfront Frontage (DX-20-SH). The request removes the North Boylan NCOD for the property located at 617 West Jones Street. The request removes the existing conditions for the property located at 117 Glenwood Avenue. Approximately 5.97 acres of land are requested to change the zoning for 19 parcels within vicinity of the New Bern Station Area Plan. These parcels were previously rezoned through a portion of rezoning request Z-92-22. Changes to state law, made effective in late 2024, reverted the zoning districts of some parcels to what they were prior to Z-92-22. As a result, the city organized this new rezoning request that complies with state law. The list below outlines the proposed zoning changes for the included parcels.
