The Durham City Council will hold a public hearing on June 15, 2026, at a meeting starting at 7 p.m. to hear the following requests: Plan Amendment Parmer Edge Two Tier Change (A2600001) change the development tier designation of ten parcels, and a portion of three more, totaling 154.2 acres from Urban to Suburban located at 651, 675, and 683 Ellis Rd., 3402, 3520, 3532, 3540, and 3602 Rigsbee Rd., 3426, 3442, and 3516 Angier Ave., and portions of 2505 and 2590 Glover Rd, and 3654 Rigsbee Rd. Street ClosingGilbert Street Closing (SC2500004) request for permanent closure of the eastern terminus of Gilbert St., east of N. Alston Ave. Text AmendmentDevelopment Moratoria (TC2600002) staff-initiated request to amend Section 3.19.6, Development Moratoria, of the Unified Development Ordinance (UDO), in order to reduce the regulatory barriers required to institute development moratoria by the governing bodies. Zoning ChangeParmer Edge Two (Z2600022) change Residential Rural (RR) and Industrial Light (IL) to Industrial Light with a textual development plan (IL(D)) located at 2435, 2505, 2590, 2801, 2815 Glover Rd. and 3602, 3654 Rigsbee Rd. Garland District (Z2400047) change Industrial Light (IL) to Commercial General (CG) and Commercial Infill (CI) located at 414, 420, 424, 428, 434, 440, 441, 447, 448, 450, 452 & 456 S. Driver St., 2211 Grantham St., 2005 & 2007 E. Peabody St., 411, 412, 414, 415, 417, 420, 422 & 424 Salem St. Changes to the proposed actions may be made following the public hearing for each case.
