3rd ADVERTISEMENT FOR BIDS Engelhard Sanitary District Wastewater Treatment Plant Rehabilitation Sealed Bids are requested for improvements to the Engelhard Wastewater Treatment Facility and step sewage collection system consisting primarily of: Closure of existing lagoon. Replacement of irrigation pumps and controls. Rehabilitation of dewatering pump basin and pumps. Replacement of submersible aerator. Addition of composite sampler. Construction of a sampler/chlorinator/storage building. Replacement of air release valves and check valves throughout the collection system, Repairs to irrigation spray heads, and Related construction. Bids will be received by the Owner, Engelhard Sanitary District (ESD) until 3:00 PM (Local Time) on Thursday May 28, 2026 and then at said office publicly opened and read aloud. PRE-BID MEETING – A pre-bid meeting was held, Tuesday February 10, 2026. No additional pre-bid meeting is planned. Minutes of the previous meeting are available upon request. Bonding/Licensing Requirements: ADV- 1 Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, Engelhard Sanitary District. A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract. North Carolina law requires any contractor bidding on work in the State which costs $30,000.00 or more to show evidence that he is licensed under the "Act to Regulate the Practice of General Contracting." Bidders shall be properly licensed under Chapter 87, General Statues of North Carolina. Other Requirements: No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for receiving bids. The Owner reserves the right to reject any and all bids and any part of a bid and to waive informalities and technicalities in the bidding procedure. Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract Documents. Bids must be enclosed in a sealed envelope addressed to The Engelhard Sanitary District, and plainly marked "Oriental WWTF Improvements". The name, address and license number of the bidder shall be plainly marked on the outside of the envelope. Small, under-utilized, minority, or women-owned businesses are encouraged to submit Bids. All bidders are required to make positive efforts to use small and minority-owned businesses and comply with GS 143-128 and the MBE/WBE goals established by Engelhard Sanitary District. Bidders shall have a verifiable ten percent (10%) goal for participation by minority businesses in the total value of work.
